What in the health care bill prevents people from buying health insurance only when they need it, and simply pay the fine the rest of the time? If it’s much cheaper to just pay the fine and buy insurance when you get sick, wouldn’t many just choose to pay the fine? I personally don’t think either party has a real plan.
